Netherlands Gambling Authority issues conditional penalty orders against illegal bingo provider

The Netherlands Gambling Authority has issued two conditional penalty payment orders against Luxurybingods for the organization and advertisement of land-based bingo operations without a permit. 


Luxurybingods faces two separate penalties. For organizing bingo games, it will have to pay €19,000 per game up to a maximum of €190,000. For advertising, the penalty is set at €9,500 per ad up to a maximum of €95,000.

According to the “Digital iGaming Benchmark,” TOTO, BetCity, Unibet, and Holland Casino are the iGaming brands with the most organic visibility in the Netherlands.


The Digital iGaming Benchmark is published by media and digital marketing companies IGMN and Tedeas.


Other findings of the report include:

  • Players in the Dutch market are highly brand aware. The majority of (search) traffic is attracted through branded search.

  • Affiliate sites have declined since H2 2023 due to a shift in Google’s ecosystem.

  • Brands outside the top five struggle to increase generic reach, mainly due to technical challenges in optimizing platforms and creating engaging content.

Entain urges increased enforcement efforts against illegal online gambling

Entain, one of the world's largest gambling companies, is urging policy makers and regulators to increase enforcement measures against illegal online gambling offers.


The company specifically recommends the following measures:

  • Payment blocking

  • IP blocking

  • Restricting the ability of illegal operators to advertise on mainstream and social media

  • Creating a public blacklist to educate consumers

  • Stepping up criminal enforcement


Entain's appeal to policy makers is illustrative of the trend that sees larger operators increasingly committing to regulated markets and abandoning grey-market operations.

Driving force behind Dutch mass claim against unlicensed online operators aiming for settlement

Amsterdam-based attorney Benzi Loonstein, the driving force behind the Casino-Claim initiative, is preparing a mass claim of “at least” €500-600m against operators who – prior to October 2021 – offered online gambling services in the Netherlands without a license.


“We have more than 20,000 registrations, most for an amount of up to €25,000, but also outliers who have lost more than €2m,” Loonstein said.


“We would rather not let it come to a years-long trial. We are aiming for a settlement,” Loonstein added.
