TOTO Online resumes affiliation partnerships

After initially pausing its affiliate program following the Dutch ban on all untargeted online gambling advertising from July 1, TOTO Online, Nederlandse Loterij's iGaming division, has decided to resume cooperation with two of its previous affiliate partners, Meneer Casino and CasinoScout.


Other former affiliate partners may be reinstated in the future.


Cooperation with Meneer Casino and CasinoScout was resumed after the affiliate websites demonstrated their ability to comply with the provisions contained in the decree banning untargeted advertising for online gambling services (‘Besluit Orka”).

OneCasino joins trade associations VNLOK

Netherlands-licensed OneCasino has joined trade association VNLOK, becoming its eighth member.


VNLOK Chair, Helma Lodders commented: “We are pleased that OneCasino has joined the VNLOK. We look forward to working with OneCasino and our other members to promote a regulated, responsible and safe Dutch online gambling market.”


Netherlands Gambling Authority warns operators over advertising violations

The Netherlands Gambling Authority has issued official warnings to three licensed operators for violating the country’s ban on untargeted gambling advertising.


In a few instances, billboards promoting online gambling were not removed in time to comply with the entry into force of the untargeted advertising ban, most likely due to an oversight by the operators’ advertising partners.


Curaçao opens license application portal

Curaçao’s Gaming Control Board (GCB) has opened the application process for operators wishing to receive new online gambling licenses from the regulator.


Operators can now access license application forms from the GCB’s new online portal, which also provides information on the licensing process. Downloads and guidance notes are also available.


Submissions of completed applications will commence in November 2023.

New study: benefits of gambling exceed social costs

A social cost-benefits analysis commissioned by the Ministry of Justice and Security has found that the benefits of gambling exceed the (not insignificant) costs.


The analysis weighed consumer surplus (the pleasure derived from gambling in excess of the actual costs), mandatory remittances, and tax effects against the costs of gambling-related harm, illegality, and government spending.


The study found that the social benefits (expressed in financial terms) significantly exceeded the social costs – even for the riskier forms of gambling. According to the researchers’ estimates, the social benefits of land-based casino and online gambling (betting and casino) amounted to roughly twice the associated social costs.


Social costs and benefits of gambling in 2019 were €1,1156m and €3,204m respectively, adding up to a net social benefit of €2,049m.


The estimated social costs and benefits of online gambling in 2022 were €425m and €941m, for a net benefit of €516m.
